History of Licensed Practical Nursing in BC

1991

The BC Council of Licensed Practical Nurses (BCCLPN) is created by the Ministry of Health as the LPN regulatory body. The British Columbia Royal Commission on Health Care and Costs led by the Honourable Peter D. Seaton releases a report called Closer to Home also known as the Seaton Report. This report endorses the employment and full utilization of LPNs in BC’s health care system.

1990

Licensure for Practical Nurses becomes mandatory as of November 17, 1990 as per an amendment to the Health Professions Act. CAPNA releases position statements on the future utilization and horizontal mobility of LPNs, endorsing continuing education and expanded work placements for LPNs in Canada.

1989

The title 'Licensed Practical Nurse (LPN)' becomes a restricted professional title.

1988

The national professional association changes its name to the Canadian Association of Practical Nurses and Nursing Assistants but maintains the CAPNA acronym.

1984

A special committee within CAPNA publishes a comprehensive report on the future of practical nursing in Canada which includes 25 recommendations regarding LPN education and utilization. The report is widely distributed across Canada.

1982

CAPNA develops a position paper on the need for continuing professional development and education for practical nurses to maintain the highest quality of care for patients.

1981

CAPNA presents a brief to the Canadian Health Coalition regarding general health promotion and advocates for greater public awareness of health care programs.

1977

This is the first year that Practical Nurses are required to pass a standardized national licensure exam. LPNABC advocates to the Minister of Health on the importance of ensuring that LPNs are hired in hospitals and other settings during a time of attrition.

1972-1974

LPNs and nursing assistants from across Canada establish the Canadian Association of Practical and Nursing Assistants (CAPNA), a national association. LPNABC becomes the BC provincial member of CAPNA.

1965-1989

Becoming licensed as a practical nurse is voluntary at this time.
