Role Summary
Nurse Practitioners (NPs) are playing an increasingly significant role in the delivery and transformation of health care across British Columbia. In April 2026, NNPBC was honoured to receive a strong member mandate to advance the work of the NP Main Agreement. As this work continues to evolve, NNPBC is expanding its organizational capacity to support provincial NP engagement, advocacy, strategic partnerships, and negotiations-related work connected to this important mandate.
NNPBC is seeking a bold, politically astute, and highly relational leader to serve as the inaugural Director, NP Negotiations & Engagement. This is a rare opportunity to lead a transformational body of work at a pivotal moment for Nurse Practitioners and the health system in British Columbia.
The Director will be responsible for building and leading a new provincial function focused on NP negotiations, advocacy, government relations, and member engagement. This role requires a leader who can move seamlessly between strategy and execution: someone capable of establishing operational infrastructure from the ground up while simultaneously building trust with NPs, influencing government relationships, and leading organizational readiness and strategic coordination for complex negotiations.
Reporting directly to the CEO, the Director will serve as the operational and strategic lead for the organization’s NP Main Agreement work and broader NP engagement strategy. The successful candidate will bring deep expertise in negotiations, labour relations, health policy, government relations, interest holder engagement, and organizational leadership, alongside exceptional political judgment and relationship management skills.
This role is ideal for a leader who thrives in ambiguity, can navigate high-stakes environments with credibility and calm, and is energized by building something foundational that has the potential to shape the future of health care in British Columbia. The work of this role will help shape the future structure of NP engagement, advocacy, and compensation discussions within British Columbia’s evolving health system.

Essential Duties & Responsibilities
Strategic Leadership & Department Implementation
- Lead the establishment and operationalization of the NP Negotiations & Engagement department, including implementation planning, systems development, staffing, workflows, governance supports, and reporting structures
- Translate strategic direction into actionable operational plans with measurable deliverables and timelines
- Build a high-functioning, collaborative, and accountable team culture grounded in service, responsiveness, and strategic execution
- Lead organizational change and implementation efforts within a rapidly evolving and politically complex environment.
- Develop and oversee annual workplans, budgets, KPIs, risk mitigation strategies, and performance reporting
- Serve as the primary operational lead for the implementation of the NP Main Agreement mandate
Negotiations & Labour Relations Leadership
- Serve as the central operational coordination point across executive leadership, legal counsel, negotiators, governance structures, and NP engagement processes related to the NP Main Agreement mandate.
- Lead organizational preparation for NP negotiations, including bargaining readiness, engagement processes, evidence development, and negotiations planning
- Work closely with legal counsel, external negotiators, and NP leadership structures to coordinate negotiations strategy and implementation
- Support the development of negotiation agendas, bargaining priorities, and consultation frameworks
- Ensure negotiations-related work is legally sound, strategically aligned, and informed by robust engagement with NPs in BC
Government Relations & System Influence
- Build and maintain strong, productive relationships with the Ministry of Health, health authorities, policy leaders, and system partners
- Position NNPBC as a credible, solutions-oriented partner in discussions related to NP workforce planning, compensation, and primary care transformation
- Lead government relations strategies related to NP practice, negotiations, and policy priorities
- Identify emerging political, policy, and system risks and opportunities, advising the CEO and organizational leadership proactively
NP Engagement & Relational Leadership
- Build trusted relationships with Nurse Practitioners across practice settings, geographies, and employment models throughout British Columbia
- Create engagement approaches that are inclusive, transparent, and responsive to the diversity of NP experiences and perspectives
- Support and enable NP-led structures, ensuring NP voices meaningfully shape organizational priorities and negotiations direction
- Serve as a visible and credible representative of NNPBC with NP leaders, committees, and external partners
Policy, Strategy & Communications
- Oversee development of policy analysis, workforce intelligence, compensation research, and environmental scans related to NP practice and negotiations
- Partner closely with NNPBC Communications to ensure aligned messaging and strong narrative positioning
- Prepare high-quality briefing materials, reports, presentations, and strategic recommendations for executive leadership and the Board of Directors
- Support public-facing advocacy and strategic communications initiatives as required
Required Qualifications & Skills
- Graduate degree in a relevant discipline such as public administration, labour relations, health policy, law, business, leadership, or a related field
- Minimum 10 years of progressive senior leadership experience in one or more of:
- Labour relations and negotiations
- Health system leadership

In April, nurse practitioners gave NNPBC a clear mandate to pursue a comprehensive compensation framework, sometimes referred to as a Main Agreement, with the Government of British Columbia.
Since then, we have been taking the next steps to turn that mandate into action.
This work is about building a more consistent, sustainable and profession-wide framework for NP compensation and related matters that affect NP practice, workforce sustainability and access to care across BC.
Here are three important updates on where things stand.
1. We have formally notified the Ministry of Health of the NP mandate
In April, nurse practitioners across BC were asked: Do you support NNPBC pursuing a comprehensive compensation framework for Nurse Practitioners in British Columbia?
More than 90% of participating voters responded yes.
NNPBC has now formally notified the Ministry of Health of this result and requested a meeting to establish next steps. In our letter, we asked the Ministry to:
- formally acknowledge the mandate expressed by nurse practitioners through the province-wide vote
- recognize NNPBC as the representative organization authorized by BC nurse practitioners to advance discussions regarding a comprehensive compensation framework
- work with NNPBC to establish a formal process for engagement, including scope, structure, timelines and next steps
These are key actions in helping move from the mandate vote into a more structured process with government.
2. We are hiring a Director of Nurse Practitioner Negotiations and Engagement
This senior leadership role will help build and lead the provincial function responsible for advancing a comprehensive compensation framework, guided by NPs. Reporting to the CEO, the director will support negotiations readiness, NP engagement, government relations, policy analysis, strategic partnerships and more.
The director will play a central role in helping NNPBC turn the NP mandate into a coordinated, well-supported process, while ensuring this work is informed by the voices and experiences of NPs across BC.

3. We opened a voluntary contribution fund
Negotiating and advancing a profession-wide compensation framework requires dedicated resources.
To support this work, NNPBC has established the NP Comprehensive Framework Fund, a voluntary contribution fund that will help support:
- legal and negotiation support
- policy analysis and advocacy
- paid NP leadership time for the NP Caucus and Negotiating Team
- staff coordination and operational support
- the infrastructure required to negotiate, maintain and advance this work
NNPBC invites NPs and partners to contribute to the fund as part of a shared investment in the future of NP practice in BC.
NNPBC has identified $1,500 as the suggested annual contribution amount, which can be made in the way that works best for you, including either all at once or over the course of a contribution year.
Moving this work forward together
The mandate vote was an important step, but it was only the beginning. The next phase is about building the structure and capacity needed to move from a clear mandate into a focused process with government.
That includes continuing to engage NPs across the province, establishing the team and supports needed to guide this work, and ensuring NNPBC has the resources required to pursue a comprehensive framework in a coordinated and accountable way.
Once key infrastructure is in place, NNPBC will begin a more formal engagement process with NPs to help shape the priorities, approach and next steps for this work.

POSITION SUMMARY
The ASSERTIVE COMMUNITY TREATMENT (ACT) Clinical Coordinator assists in the daily operations and development of clinical operations, leading an inclusive, collaborative, learning-oriented transdisciplinary team that is collectively committed to program model, values and the best possible service for the client. PROGRAM SUMMARY
The Assertive Community Treatment (ACT) team services are provided on an outreach basis, currently servicing Vancouver. ACT clients are clients with complex concurrent Mental Health and Substance Use challenges. They may be certified under the Mental Health Act and connected to the team on an involuntary basis.
Using the Housing First approach, self-determination and choice are at the center of all decisions and interactions.
In addition to clinical care, the team assists individuals who are experiencing homelessness, providing support and accessing housing for individuals in the community of their choice while assisting them in achieving their personal recovery goals.
Key responsibilities
OPERATIONAL
- Along with the Team Lead, supports with day-to-day clinical operations, leading an inclusive, collaborative, learning-oriented transdisciplinary team that is collectively committed to program model, values and the best possible service for the client
- Along with the Team Lead provides supervision to clinical staff including nurses, social workers and occupational therapists
- Supports the development of the mental health practice (e.g. mental status exam, mental health treatment, documentation, use of medications, use of Mental Health Act, and choice-based, person-centred care), through orientation, training, educational materials, coaching and clinical supervision
- Maintains ACT program models, policies, practices and services, ensuring consistency with all accreditation, certification, and regulatory standards
- In collaboration with the Team Leader, team’s psychiatrist and service coordinators, assists with the admission, assessment, and comprehensive on-going treatment and support services for each client:
- Ensures that client self-identified goals for recovery and community integration are supported by appropriate services and practices
- Identifies, escalates and ensures the resolution of risk management issues
- Evaluates the status of clients; recommends and coordinates treatment activities to ensure immediate attention to their changing needs
- Promotes the interest of clients and programs with systems of care, external service partners, community resources and families
- Collaborates with housing providers to ensure the maintenance of safe and comfortable living environments for clients
- Works with external clinic services, including primary care clinics, mental health services, addiction services and hospitals, to ensure seamless and coordinated client flow throughout the continuum of care
- Participates in the preparation of program budget; reviews financial statements and adjusts expenditures to meet budget; authorizes travel and client support expenses and purchases of necessary equipment and supplies
- Establishes and maintains effective working relationships with all levels of RainCity’s management, employees, employee organizations and their representatives, other government officials, excluded staff, clients and the public
- Acts as Team Leader when the Team Leader is unavailable
- Performs other related duties as assigned
HUMAN RESOURCE MANAGEMENT
- Along with the Team Leader, the ACT Clinical Coordinator is responsible for hiring and supervising ACT staff team; assists with evaluation, professional development, discipline and dismissal
- Supervises ACT staff team attendance and escalates to Team Leader attendance issues including: absenteeism, authorizing overtime, leave requests, vacations, etc.
- In alignment with the Team Leader, the ACT Clinical Coordinator is building the capacity of the ACT staff team by implementing Human Resources processes for orientation, coaching, development, and performance appraisals
- Participates in the development and implementation of essential service plans as a member of the excluded management team
- Supports the Team Leader to ensure human resource and labour relations processes are effective, efficient and timely at selecting staff, managing staff performance, managing benefits and managing the employment history of staff
- Performs bargaining unit staff duties during a strike or lockout
- In conjunction with HR and the Team Leader, ensures the workplace meets all health and safety guidelines and regulations by establishing organizational health and safety programs at each work site
DIRECT SERVICE
- Provides direct services to clients as needed:
- Establishes a dignifying and purposeful relationship with the client, contacting and getting to know the client as a unique individual, and clarifying the role of the Service
- Coordinator and client in the service planning process.
- Collaborates with client and the ACT team in the development and maintenance of a comprehensive strengths-based service plan that is reviewed and modified on a regular basis; ensures that the client’s self-identified goals are supported by the ACT team and other relevant services.
- Provides, coordinates and monitors services to clients to ensure the client is receiving individualized services in the following areas: housing (including landlord supports), school, training & work opportunities, activities of daily living, health, illness self-management, relapse prevention, money management, advocacy for benefits and access to services, medication support, problem solving, family life & social relationships, nutrition, recreational and leisure activities, transitions between hospital and the community
- Assists the client in self-managing all aspects of their life, including their mental illness, substance use and other health conditions by such methods as information and education, coaching, practical problem-solving, and linkages with peer supports, and consumer advocacy groups
- Coordinates and monitors referrals to community services and advocates for client rights re: dignity, access, self-determination, privacy, access to information; initiates and/or participates in case conferences that include the client, family, other informal supports and service providers, to ensure coordination of care and resolution of emergent issues
- Provides support for crisis intervention and prevention by identifying potential crises and implementing preventative plans, responding to crises as they arise (mental health, physical health, non-violent crisis intervention, housing), report all crises to the Team Leader, and using critical incident forms as required
- Provides support related to housing including completing paperwork related to tenancy, assisting in packing and transporting belongings and furniture and setting up household, coaching on landlord relationship, cleaning, and orientation to the local community
- Actively participates in building a skilled, cohesive, collaborative staff team, by methods such as demonstrating commitment to program values and principles, resolving conflict and negativity as they arise, assisting in orientation, training and mentoring of all staff, including casuals
- As a member of the ACT Team, engages in on-going program planning, development, evaluation and quality improvement activities, team goal setting, problem solving, conflict resolution and collaboration by methods such attending meetings and reviewing team policies, procedures, and communications systems
- Prepares and maintains written and computerized records, compiles reports and completes other program documentation, including writing and updating service plans for primary caseload, writing progress notes, completing incident reports, on-call logs, letters, and documentation
- Delivers medications to clients as per established policy and procedure

Qualifications
- A Bachelor’s level degree in nursing
- Minimum of 5 years of experience with programs that deliver direct service to individuals living with mental illness, substance use and physical health issues

- Current First Aid and CPR certification
- A clear vulnerable sector criminal reference check
- Class 5 driver’s license

Role Summary
As part of the primary care transformational strategy, the NNPBC Nurse Practitioner Provincial Initiatives Program delivers a Provincial and Regional Leadership Program, Practice Support Program and reimbursement programs for NPs. The Provincial and Regional Leadership Program is a collaborative initiative between Nurses and Nurse Practitioners of BC (NNPBC) and the Ministry of Health (MoH) that includes NP leaders for each of the five health regions across the province to support contracted NPs working within Primary Care Network (PCN) settings.
We are seeking a Nurse Practitioner Regional Lead – Island Region to support the advancement of Ministry of Health-funded initiatives delivered through NNPBC.
In this role, the contractor will provide regional leadership, mentorship, and practice support to Nurse Practitioners working within Primary Care Networks (PCNs), contributing to the successful integration and ongoing development of NP roles across the region.
Engagement Type: Independent Contractor
Contract Scope: Approximately 672 hours per year (estimated 0.4 FTE equivalent workload; hours not guaranteed)
Rate: $116.22/hour
Location: Remote, with required regional travel. Contractor must reside in the Island region of British Columbia

The Nurse Practitioner will build their practice according to the Primary Care Network Nurse Practitioner Service Contract.
The clinic is a collaborative team of Nurse Practitioners and Family Physicians specializing in Opioid Agonist Therapy, including a Social Worker, Registered Nurse, and a Clinical Pharmacist. Many of the people who access care at our clinic face systemic barriers within the health care system and we work as a team to ensure we are reducing these barriers so people may access culturally safe and trauma-informed care. In applying for this position, you would bring compassion and strong desire to work with those who are vulnerable and marginalized.
Key responsibilities
* Provide comprehensive, patient-centred primary care across the lifespan, including assessment, diagnosis, treatment, health promotion, disease prevention, and chronic disease management.
* Conduct comprehensive health assessments, develop treatment plans, prescribe medications, order and interpret diagnostic tests, and provide ongoing monitoring and follow-up in accordance with British Columbia Nurse Practitioner scope of practice and standards.

Qualifications
Remote Nursing Certification or eligible for Remote Nursing Certification to be obtained within one (1) year of hire.
Registration with BC College of Nurses and Midwives as a practicing RN(C) registrant.
Three (3) years' recent related experience; knowledge of available programs and services, their interrelationships, and their function in delivering care in the community; or an equivalent combination of education, training and experience.
Basic Life Support, Level C certificate. Advanced Cardiac Life Support (ACLS).

Reports directly to manager at Vancouver Island Health
Under the Nurses' Bargaining Association (NBA) collective agreement with the BC Nurses' Union (BCNU), a Primary Care Nurse Level 3 (typically a Registered Nurse or Registered Psychiatric Nurse) earns an hourly base wage between $41.42 and $59.52, depending on experience and years of service.
This is a 0.6 FTE for Tuesday, Wednesday and Thursday 9:00 AM to 4:00 PM

Key responsibilities
• Provide comprehensive primary care services to patients across the lifespan
• Conduct health assessments, diagnose illnesses, develop treatment plans, and monitor patient outcomes
